State servants in Chechnya complain about systematic deductions from their salaries

Systematic deductions are made from salaries of doctors, teachers and policemen, while the final recipients of the deduced money are unknown, said the Chechen residents working in the budget-funded sector interviewed by the "Caucasian Knot".

According to the "Kommersant", employees of such organizations and institutions in Chechnya are obliged to transfer 10% of their incomes into the Kadyrov Fund.

The republic is indeed operating a "secret system of extortions," said an employee of one of city hospitals in Grozny.

Deductions from salaries "are already a norm and have acquired a periodical character," said one of the local school teachers.

According to an educator of one of kindergartens in Grozny, kindergarten bosses had warned their employees "not to talk about extortions, if they want to preserve their jobs."

Back in 2009, the "Caucasian Knot" wrote about dissatisfaction of hospital workers, in particular, of the Kurchaloy District, who also reported about illegal detentions.

In October 2011, while responding to a question about the sources of funding the republic, Kadyrov said, during celebrating the City Day in Grozny, that "Allah gives money to the republic."

In his turn, an official of one of the ministries of Chechnya, has stated that no deductions from salaries of state employees are made; and all contributions are made on the voluntary basis.
