Dagestan: adaptation commission to urge court to release convicts for shop arsons

In Dagestan, the commission for assisting in adaptation to peaceful life of the persons who have decided to stop their terrorist and extremist activities was approached by three residents of Dagestan who had been convicted for arsons of trading outlets selling alcoholic beverages.

As previously reported by the "Caucasian Knot", the commission under the President of the Republic of Dagestan for assisting in adapting militants to civil life was set up in accordance with a decree of President Magomedsalam Magomedov on November 2, 2010. During the time of its work, about 30 IAF members have surrendered. The authorities also help those individuals who had been sentenced for criminal acts, but are ready to improve.

The recent regular sitting of the commission on August 17 considered applications of three residents of Makhachkala, the "Caucasian Knot" correspondent reports.

The first point on the agenda was to consider applications of Timur Kurbanmagomedov, Maksud Djabrailov and Rashid Salikhov asking to apply CER (conditional early relief) to them. For their "anti-alcohol" arsons Kurbanmagomedov and Djabrailov were sentenced to 1.5 years, and Salikhov – to 1 year and 3 months of imprisonment.

Magomednab Faramazov, Senior Inspector for Cadres of the Russian UFSIN (Penitentiary Agency) for the Republic of Dagestan, characterized the inmates positively. Based on the voting of the members of the commission, it will address the court on applying the CER to Timur Kurbanmagomedov, Maksud Djabrailov and Rashid Salikhov.
