Ummupazil Omarova: residents of Dagestan mostly complain of violations of economic and social rights

Most of the complaints received by the Office of Dagestani Ombudsperson refer to violations of citizens' socio-economic rights. This was stated on February 24 at the last session of the Parliament of Dagestan of the fourth convocation by Dagestani Ombudsperson Ummupazil Omarova. In total, the agenda of the session of the Parliament included 13 points.

Ummupazil Omarova, Ombudsperson on Human Rights in Dagestan, was the first to address the parliamentary session in Makhachkala. She reported her work over the past year. According to her story, citizens addressed her office with complaints about violations of socio-economic rights, actions and idleness of state bodies, local self-governments and officials, and inadequate medical care. In total, 1196 complaints were received, of which 60 percent referred to violations of socio-economic rights.

After introduction of a new wage system, a lot of complaints arrive from teachers. "The system of incentive payments has no clearly defined dimensions and criteria. It is not transparent," noted Umupazil Omarova.

The number of complaints against law enforcement officials has gone up - from 179 to 235 cases. These are illegal searches, criminal prosecutions, protractions at initiating criminal cases.

Ms Omarova said that although the number of abductions decreased from 29 in 2009 to 26 in 2010, the issue remains topical for the republic.
