Satterwaite: Russia's terrorism resources contribute to terror acts

Margret Satterwaite, a UN expert in Russia, a citizen of Great Britain, said in her comments on the terror act at the Domodedovo Airport and subsequent statements of the authorities of Russia that it is necessary to establish the source of terror threats instead of rushing into panic and make cadre reshuffling in law enforcement bodies post factum.

"I'm in a little shock these days. But, cynically speaking, I was most surprised with the public reaction to this terror act. As though in Moscow same numbers of people don't perish daily in road accidents, from drunk driving and the other unnatural factors. While here at once all the people rush into panic, although recently I've had a report showing a minimal chance of becoming a victim of terrorists," Margret Satterwaite said to the "Caucasian Knot" correspondent.

"It's a pity, if they now introduce a concentration-camp regime at airports not only for Caucasians but for all in general; besides, they will sack a lot of innocent militiamen. I don't think that Domodedovo's securities or law enforcement bodies are guilty here," Ms Satterwaite said.

She believes that "we should understand that if there is a resource for terrorism in the country, then terrorists will find a way to bring everything and everywhere". "The best way to counteract terror is to study its reasons. But people shouldn't rush into panic and change the life around. The sense of terrorism is just to provoke all this," Margret Satterwaite marked.

She also refuted the information, which earlier appeared in media with reference to Vladimir Markin, spokesman of the Investigatory Committee, announced at night on January 24 that two UK citizens had perished in Domodedovo.

"Only one British citizen was lost there. I was surprised that England learnt everything so quickly. The news about the incident only appeared in Moscow, and the British police already asked me why so many persons were killed, and how it would affect future events and situation," she said.

Ms Satterwaite also found the recommendation of the British Embassy to UK citizens to avoid flights through the Domodedovo Airport ungrounded. "I think it was made in the heat of the moment," she concluded.

It should be noted here that the Ministry of Foreign Affairs (MFA) of Germany also advised citizens of this country not to go, because of the terror act in Domodedovo, to Northern Caucasus, especially to Ingushetia, Chechen Republic, Dagestan, North Ossetia and Kabardino-Balkaria.
