Convicts almost do not appeal for pardon

Another meeting of the Regional Pardon Commission took place.

It was noted that administrations of penitentiary institutions did not enough to give the convicted a clear notion of legal norms that regulate their right to appeal to the President for pardon. For example, for over a year and a half since the day when the President signed the edict only 3 of 800 convicts from the Penitentiary YAP-17/6, 5 of 1300 convicts from the Penitentiary for Women YAP-17/8 and 5 of 130 from the reformatory have appealed for pardon.

  • Rights defenders give number of kidnapped people in Chechnya

    At least 80 residents of Chechnya have been kidnapped after a car with a DUSTUM license plate was set on fire; volunteers have identified the names of a number of them. In the village of Starye Atagi, Urus-Martan District, about 50 members of the Saif-Islam Elmurzaev family, suspected of setting the above car on fire, have been kidnapped; and about 30 people have been kidnapped in the Shali District, the "Memorial" Centre for Human Rights Defence (CHRD)* has reported.

    The case against Abdulmumin Gadjiev, Abubakar Rizvanov and Kemal Tambiev is politically motivated, human rights defenders have stated. They recognized Rizvanov and Tambiev as political prisoners, demanding that the criminal prosecution of those convicted on charges of financing terrorism be stopped and that they be released, as well as an inquiry into the torture of Kemal Tambiev.
