New appointment of Izrayilov emphasizes Kadyrov's lack of trust in personnel
Abdulkakhir Izrayilov, who headed the administration of the leader and government of Chechnya, was appointed the Chechnya's supervisor to the Caucasus Directorate of the "Rostechnadzor" (Russian Federal Service for Supervision of Ecological, Technological, and Nuclear Issues). The appointment of Abdulkakhir Izrayilov to the post of deputy head of the "Rostechnadzor" Department for Chechnya was reported by the website of the leader and government of Chechnya on July 18.
In Chechnya, it is a "common practice" to appoint the head of one department to a senior position to another department, believes Umar, a staff member of an NGO in Chechnya. "An official from the Ramzan Kadyrov's team dismissed from one position gets another one ... This applies primarily to his (Ramzan Kadyrov) relatives, fellow villagers, and members of the same teip (family), and those who began their careers in the early 2000s. They are usually called the 'Ramzan Kadyrov's team'," Umar told the "Caucasian Knot" correspondent.
"Ramzan Kadyrov gives senior positions only to his closest subordinates or relatives and confidants. Either his relatives or fellow villagers and members of his teip get high positions (in Chechnya)," noted activist Fatima.
"Ramzan Kadyrov has a very narrow circle of educated intelligent people," believes Ruslan Kutaev, the chair of the international socio-political movement "Assembly of the Peoples of the Caucasus".
