In Volgograd, families with many children complain about receiving land plots unsuitable for construction

In Volgograd, several families with many children are not able to use the land plots allocated to them, since they are not suitable for construction. This problem was discussed during a roundtable held on April 27. Officials were also invited to take part in the roundtable.

Abai Azhgaliev, the father of five children, has told the "Caucasian Knot" correspondent that in 2014, a land plot was allocated to him in the village of Ergeninsky.

"On the land plot allocated to me, I discovered an abandoned warehouse of toxic chemicals. I appealed to the Committee for State Property Management, and they said that in accordance to the law, they have no right to change a land plot for me. I believe the problem can only be solved through court," Abai Azhgaliev has said.

Vadim Filin, the father of many children, has told the "Caucasian Knot" correspondent that in 2013, a land plot was allocated to him in the village of Solnechny.

"We got the land plot in the village, without seeing it on the ground. And, in general, it is not our responsibility to see it in advance. But when I had arrived at the place, I realized that it would be impossible to build a house there. There is a hill of several cubic meters of soil, which covers my land plot and three other adjacent land plots. And it is impossible to remove the hill with the forces of our family members. In fact, the land plots were allocated in the terrain not intended for construction. As far as I can see, it is not a problem of my family only, but it is a comprehensive problem," Vadim Filin has noted.

At the roundtable, Sergey Podobryaev, the deputy chief of the Committee for State Property Management for the Volgograd Region, has stated that the problem actually exists and that officials are aware of it.

"At present, it makes sense not to determine who is guilty and why it has happened, but it is necessary to determine what to do to avoid such cases in future. Together with the Volgograd administration, we are engaged in addressing the issue of how to provide the families with other land plots," the official has said.

  • Rights defenders treat case of missing Movsar Umarov as typical for Chechnya

The decision of the Grozny court to provide Eset Umarova with the materials of the case of her son Movsar's disappearance gives some hope to his family, but investigators are unlikely to make the hope true. The fate of Chechen residents who disappeared like Umarov often remains unknown, human rights defenders have pointed out.
