POC members visit Khasavyurt resident, who claims being tortured

Members of the Public Oversight Commission (POC) have visited at the IVS (temporary detention facility) Djamal Razhitkhanov, a resident of Khasavyurt, detained on suspicion of aiding and abetting members of an illegal armed formation (IAF). The man has waived services of an advocate under pressure of investigators. This was reported by the defence of Djamal Razhitkhanov.

The "Caucasian Knot" has reported that on October 2, Djamal Razhitkhanov was detained on suspicion of aiding and abetting an IAF. On October 4, he was arrested by the court for 10 days. Djamal Razhitkhanov wrote a complaint, in which he reported about torture and pressure to waive services of advocates. The defendant asked to send him for medical examination to register the signs of beatings. This was reported by his advocate Sapiyat Magomedova.

On October 7, Svetlana Isaeva and Magomed Shailov, members of the Public Oversight Commission (POC) of Dagestan, visited the IVS at the Khasavyurt GOVD (City Interior Division), where Djamal Razhitkhanov was being kept.

"I have noticed no obvious signs of beating on the detainees' bodies; however, their overall depressed state is evident," Svetlana Isaeva has told the "Caucasian Knot" correspondent.

Advocate Sapiyat Magomedova has reported that the defence has filed a complaint about the use of physical violence against Djamal Razhitkhanov to the Investigating Department for Dagestan of the Investigating Committee of the Russian Federation (ICRF). "Djamal Razhitkhanov's fingers bear signs of torture with electric current," the advocate has added.
