Pyatigorsk Prosecutor's Office finds construction works on Mashuk illegal

The Office has issued a protest against construction of a boarding house on Mount Mashuk.

As reported by a source from the Territorial Prosecutor's Office, on December 19, 2011, the Administration of Pyatigorsk issued a permit to the Limited Liability Company (LLC) "Kavzhilstroy" to build a boarding house on the western slope of Mount Mashuk – within the second zone of sanitary protection of the Pyatigorsk deposit of mineral water of the resort.

In accordance with the requirements of the Town Planning Code of the Russian Federation, the developer shall accompany his application for a building permit by the positive opinion of the State Ecological Examination on the project documentation.

In the course of the check, the City Prosecutor's Office has found that the Department of "Rosprirodnadzor" (Russian Federal Agency for Nature Supervision) for the North-Caucasian Federal District (NCFD) is still holding the state ecological examination of the construction of a boarding house on the western slope of Mount Mashuk; that is, the conclusion of the experts' commission has not yet been done.

"Thus, the building permits on the above objects have been issued by the Administration of Pyatigorsk in violation of the Town Planning Code of the Russian Federation," said the spokesman of the Prosecutor's Office of the Stavropol Territory.

Evgeniy Lazarenko, an activist of the initiative group "Solar Patrol", says that the construction work on Mashuk continues. "The works are on; I saw the other day that they were burning the felled trees. The works were suspended only for the period of severe frosts," said Lazarenko.

The position of the LLC "Kavzhilstroy" on this issue is not yet known.
