Kalmykia: former Deputy Mayor of Elista found guilty of embezzling 64 million roubles

The Elista City Court has found Vladimir Tomutov, the former Deputy Mayor of the capital of Kalmykia, guilty of committing a large-scale theft of budgetary funds, the Prosecutor's Office of Kalmykia has reported.

In follows from the materials of the criminal case that in the period from 2007 to 2009, Vladimir Tomutov, being aware of the forthcoming volumes of funding the construction of the National High School and children polyclinic in Elista, formed an organized criminal grouping.

The members of the grouping were the Director General and Chief Accountant of the Limited Liability Company (LLC) "Stroyproektservis", the head of the municipal institution "Construction Management" and Directors General of the LLC "Demeya" and LLC "Vegat-Plus".

With the aim to consume budgetary funds, the grouping made use of several dummy companies. Under the guise of financial transactions related to purchase of building materials, the funds were transferred to these companies, and then cashed and transferred to the members of the organized criminal grouping.

The case was investigated by the Investigatory Department of the MIA of Kalmykia; the indictment was approved by the Prosecutor's Office of the Republic.

The court has agreed with the opinion of the public prosecutor and sentenced the defendants to imprisonment for the terms from two to six years and fines ranging from 200 to 800 thousand roubles.

Now, the issue is considered to recover from the convicts of the material damage amounting to 64 million roubles.
