Dagestani wounded in shelling states inaction of law enforcers

Ibragim Aliev, 24, a resident of Khasavyurt, has complained about inaction of investigatory bodies of Dagestan, which, according to his story, fail to investigate the shelling of his car, committed on November 17, 2011.

He said that on that day he was stopped by a GIBDD (traffic police) inspector at the entrance to the city of Khasavyurt.

"My car is fully inspected; they checked my documents; and I drove 15 meters off, when a Priora car bypassed me. I heard cries and stopped on the roadside; at that moment they opened heavy fire from automatic arms on my car; I opened the door and fell out of it; and several bullets hit me," Ibragim Aliev told the "Caucasian Knot" correspondent.

When the shooting was over, several traffic police agents in camouflage came up to him; one of them was Akhmed by name, and he said addressing the others: "What have you done, I've just checked him." Another employee in camouflage said: "We'd better finish him." Later I was taken to hospital and operated on; I miraculously survived; now I have a bullet near my backbone; local doctors are hesitant to extract it, while I can't afford treatment in expensive clinics," said the victim.

The lawyer Sapiyat Magomedova, who has recently become Aliev's advocate, told the "Caucasian Knot" correspondent that a criminal case on the fact of her client's wounds has not been opened yet.

According to her story, initially the victim's application was at the Investigatory Committee of Khasavyurt; later a reply was received that Ibragim Aliev's application was sent to the military-investigation division in Kaspiysk.

"The decision was made allegedly because the crime was committed by militaries. Then, forty days after my repeated application, I received another letter, saying that the materials had been shipped to another military-investigatory division in the Chechen Republic, because the crime was allegedly committed by servicemen from Chechnya," said Ibragim Aliev.

According to Magomedova, her client had complained to the Administration of Russian President, Public Prosecutor General of Russia and Alexander Bastrykin, Chairman of the Investigatory Committee of the Russian Federation (ICRF); however he received only standard answers about redirection of the case from one division to another."

"Almost three months have passed. After the incident they took away my car, with which I made for the maintenance of my family. It was never returned without explaining the reasons. I am a law-abiding citizen, who was never associated with any bandit groupings. I'm 24 years old; who will answer for making me an invalid?" Ibragim Aliev was outraged.

The "Caucasian Knot" correspondent was told at the Investigatory Department of the ICRF for Khasavyurt that "they knew nothing about the presence of such case under investigation by the Department."

Neither the republic's GIBDD, nor the Ministry of Internal Affairs (MIA) of Dagestan could give any comments on the situation.
