2012 budgets of NCFD regions approved with deficit

In December, several regions of the North-Caucasian Federal District (NCFD) have adopted draft budget laws. According to released information, none of the regions has adopted its budget with net surplus. The anticipated budget deficit will make from more than 5.2 billion roubles in the Stavropol Territory up to 66.3 million roubles in the Chechen Republic.

Let us remind you that on November 21, during his visit to Rostov-on-Don, Russian President Dmitry Medvedev emphasized that the country has only 10-15 donor regions. The rest of them are receiving budget donations, that is, they adopt their regional budgets with deficit, hoping to receive support from the federal budget.

Thus, in the Stavropol Territory, the deficit of the 2012 territorial budget will exceed 5.2 billion roubles. The budget revenues are defined in the amount of 62.641 billion roubles, by about 2 billion roubles less than in 2011, the budget expenditures will make 67.882 billion roubles. Next year, the state debt of the Stavropol Territory will reach 21 billion roubles. Inter-budget transfers will amount to 17.784 billion roubles. The regional budget was adopted by the local Duma on December 22.

On the same day, December 22, the 2012 budget was adopted in Kabardino-Balkaria. The revenues for 2012 are planned in the amount of 20.836 billion roubles, the expenditures will make 21.62 billion roubles. The budget deficit amounts to 783.8 million roubles, or 3.6 percent of expenditures. Initially, the budget deficit was planned in the amount of 1.295 billion roubles.

On December 22, in the third and final reading, the 2012 budget with the deficit amounting to more than 402 million roubles was approved in Karachay-Cherkessia. The budget revenues in 2012, with amendments made, are forecasted in the amount of 11.357 billion roubles, that is, by 31 percent higher than this year's revenues. The budget expenditures are planned in the amount of 11.74 billion roubles.

On December 15, the People's Assembly of Dagestan approved the 2012 republic's budget and plans for 2013 and 2014. In 2012, the forecasted gross GDP of Dagestan will amount to 430 billion roubles. The total 2012 revenues are planned in the amount slightly exceeding 65 billion roubles, including the inter-budget transfers, received from the federal budget, amounting to about 50 billion roubles. The republic's budget deficit for 2012 will amount to 495 million roubles.

As a result of voting on December 24, the MPs of North Ossetia approved the 2012 republic's budget with a deficit amounting to 970.9 million roubles. The budget revenues in North Ossetia for 2012, approved on December 20, will amount to 14.713 billion roubles, the budget expenditures to 15.684 billion roubles.

The date of the adoption of the republic's budget of Ingushetia has not been reported yet. It is known that the republic's budget for 2012 is planned with a deficit of 572,986,600 roubles, or 3.4 percent of the budget expenditures. The republic's budget revenues are planned in the amount of 16,139,425,000 roubles and budget expenditures - as 16,712,411,600 roubles, the "Interfax" reports.

The forecasted total budget revenues of Chechnya for 2012 amount to 64.676 billion roubles; the budget expenditures will make 64.7424 billion roubles, the forecasted budget deficit will make 66.3 million roubles, the IA "Chechen Republic Today" reports.
