In Dagestan, detainee complaints of refusal of medical examination after torture

Gabibula Shakhbanov, a resident of Kaspiisk, detained in Dagestan, is not allowed to meet his second lawyer at the temporary detention facility (IVS), where he is being kept; transfers for him are not accepted, and the detainee, who claimed beatings by power agents, is not allowed to undergo a medical examination. This was reported by Murad Magomedov, the Gabibula Shakhbanov's lawyer.

Let us remind you that, according to his wife, Gabibula Shakhbanov disappeared on December 7 in the city of Kaspiisk. In the morning, he left for the work (he works as a taxi driver), and at lunch time he had to come home; however, he had not come. Only at 11:00 p.m. on December 8, he was found in the GOVD (Chief Interior Division) of the city of Kaspiisk: after his relatives decided to file a complaint about his disappearance, police officers notified them that Gabibula Shakhbanov was at the police station.

According to human rights defenders, on the day after the lawyer met the detainee, it became known that the detainee was beaten and tortured with electric current.

On December 21, Murad Magomedov, the Gabibula Shakhbanov's lawyer, reported that his client, who was kept at the IVS of Makhachkala, was immediately transported to the IVS of Kaspiisk. According to the lawyer, the policemen, who tortured Gabibula Shakhbanov, feared that signs of beatings and torture would become apparent during medical examination, which was to be held in Makhachkala, and that they would be unable to hide their crimes no longer. This was reported by the statement of the Human Rights Centre (HRC) "Memorial", received by the "Caucasian Knot" edition office.

On that day, Murad Magomedov together with Gasan Aigunov, Chairman of Public Monitoring Commission (PMC) visited Gabibula Shakhbanov at in the Kaspiisk GOVD. According to Gasan Aigunov, documents related to the Gabibula Shakhbanov's detention contain numerous violations, and information about torture, which was reported by Gasan Shakhbanov, the detainee's father, in his appeal to the human rights defenders, is confirmed.

On December 23, the lawyer Murad Magomedov received from his client a statement, in which the detainee reported that he was being suppressed he was several times transported to the IVS of Makhachkala, where he had been threatened. According to Gabibula Shakhbanov, signs of torture and beatings are still clearly visible; however, the personnel of the IVS render him no help and do not allow receiving transfers from his relatives, referring to the secret order of the head of the Kaspiisk GOVD.

Yesterday, on December 26, the lawyer Magomedov contacted a staff member of the HRC "Memorial" and reported that the detainee was not allowed to meet his second lawyer and transfers for him were still not accepted.

According to the Gabibula Shakhbanov's father, the court pronounced the pre-trial restriction to his son in the form of custody. The man claims that his son is accused of relations with the armed underground. According to him, a friend of Gabibula went to militants, and on one day, unidentified armed men entered the Gabibula's car and asked him to inform them, in case he had any information about his friend.

On December 10, on the day, when the Gabibula's father managed to catch a glimpse of his son at the Kaspiisk OVD (Interior Division), the unit on duty of the OVD told the "Caucasian Knot" correspondent that they knew nothing about the incident.
