Student Magomed Mutsolgov beaten by power agents in Ingushetia, rights defenders report

In Ingushetia, in the morning of December 2, in the course of the inspection of passport regime in the dormitory of the Islamic Institute conducted by officers of unidentified power agency, student Magomed Alikhanovich Mutsolgov, a resident of the village of Surkhakhi, was subjected to beatings and threats. This was reported by human rights defenders.

Earlier, Magomed was kidnapped and tortured. On August 8, 2010, in the village of Surkhakhi, Magomed Mutsolgov, who was then a 15-year-old teenager, was kidnapped by power agents. The teenager was absent for more than two days, and only on August 10 it became clear that he was kept in the ROVD (District Interior Division) of the city of Nazran. Later, the human rights defenders questioned the boy. He told them that after the kidnapping, he was beaten, beaten to his legs and tortured with electric current; they demanded to recognize that the hiding founded in the village of Surkhakhi belonged to his brother Mustafa, who was killed in the course of the special operation held on July 24, 2010.

According to the human rights defenders, on December 2, about 8:30 a.m., a group of armed men in camouflage and masks cordoned off the building, and all students were ordered to descend to the ground floor one by one and to mention their surnames and names. They brought Magomed Mutsolgov to the yard and, without explanation, started beating him with butts of submachine guns, fists and feet, the statement of the Human Rights Centre "Memorial" reports.

According to the human rights defenders, then, Magomed was brought to the room, where the other students were kept, and was interrogated. Mutsolgov was asked how he studied, whether he propagated terrorism, and whether he wore a weapon. The other students were also interrogated; the power agents searched personal belongings of the students, seized two mobile phones, photographed several students and took samples of saliva. Power agents, who spoke in Russian, did not explain their actions, and just before the departure of one of them told Mutsolgov: "It's your last chance to stay alive," the statement of the Human Rights Centre has emphasized.

On December 9, Magomed Mutsolgov has filed written appeals to the Republic's Prosecutor's Office, the Ombudsman in Ingushetia, the Republic's Security Council and human rights organizations. He also wrote a complaint to the republic's leader Yunus-Bek Evkurov. "How should I behave in future, where should I study, where should I live? Should I stay in the republic or should I leave?" Magomed writes in his complaint.
