KBR authorities to create conditions for rehabilitation of former militants

The Kabardino-Balkarian Republic (KBR) has promised, as stated by the republic's Operations Staff, to set up all the conditions for the members of illegal armed formations (IAFs), who decide to voluntarily give up their illegal activities and return to normal life.

As noted in the statement, all the KBR residents should help the IAF members, and, first of all, their parents and relatives, who should persuade them to refuse from their terrorist activities.

According to the Staff, those who voluntarily surrender are guaranteed a full, comprehensive and objective investigation of their criminal cases.

"If their actions have no attributes of grave crimes, in accordance with the current legislation, they may be exempt from criminal prosecution, as repeatedly promised by the republic's leaders," said the Staff officials.

The Staff has addressed human rights organizations for assistance. According to law enforcers, they are ready "to consider all constructive proposals on drafting participatory mechanisms to ensure a public and objective investigation of cases against the citizens who have given up their criminal activities."
