In Volgograd, ex-chief physician of veterans' hospital accused of negligence

According to the investigators, the former chief physician of the Volgograd Regional Clinical Hospital of War Veterans inflicted a loss on the state in the amount of 1.2 million roubles.

At late April 2010, the State Public Health Institution "Volgograd Regional Clinical Hospital of War Veterans" received three million roubles allocated from the reserve fund of the President of Russia. The funds were intended for purchase of medical equipment and products.

The hospital managers announced an open tender for the supply of a fibre optic endoscope. Three bids arrived; one of them was rejected as non-compliant with the TOR (Terms of Reference) of the tender.

However, later, the contract for supply of expensive medical equipment was concluded with that rejected company. The bids submitted by two other contenders were rejected on formal grounds, the website of the local Chief Department of the MIA reports.

As a result, the hospital received equipment of different brands, which consisted of disparate parts incompatible with each other. The purchased equipment failed to meet the requirements for the provision of medical services to the population.

However, the head of the hospital signed the delivery-acceptance act on the virtually non-working equipment. According to the investigators, this negligence inflicted a loss amounting to more than 1.2 million roubles to the budget of the Russian Federation.

The criminal case was initiated against the former chief physician of the veterans' hospital on the fact of negligence, the Information Agency "Volga-Caspiy" reports.

So far, there are no comments from the doctor and his defence.
