Sydoruk: in 2011, 70 power agents lost in Dagestan

Heads of Dagestani power agencies held an operative meeting in Makhachkala. It was reported that this year Dagestan saw 136 attempts on law enforcers; 70 of them were killed and 145 more injured.

On September 28, Ivan Sydoruk, Deputy General Public Prosecutor of Russia, Alexander Bastrykin, the head of the Investigatory Committee of the Russian Federation (ICRF) and Magomedsalam Magomedov, the leader of Dagestan, took part in the meeting. Besides, the meeting was attended by the heads of law enforcement bodies of the North-Caucasian Federal District (NCFD) and the Republic of Dagestan.

According to Mr Sydoruk, this year Dagestan has registered 136 attempts on law enforcers; 70 persons were killed and 145 - injured. According to his story, this is more than a half of all such attempts committed in the NCFD.

In Dagestan, since the beginning of 2011, nine attempts were committed on state, religious and public figures, who were notable for their active position against extremism. According to Mr Magomedov, the leader of Dagestan, these attempts included assassinations of Garun Kurbanov, the head of the department for information policy and press service of the President of Dagestan, Maksud Sadikov, Rector of the Institute of Theology and International Relations, the editor-in-chief of the newspaper "As-Salam", the editor-in-chief of the magazine "Echo of Dagestan", and Imams of the mosques, located in the village of Yasnaya Polyana and Karamakhi.

According to Ivan Sydoruk, the issues of counter-terrorism security, including protection of educational institutions, healthcare facilities and other social objects, are not fully resolved.

While touching on the matter, the Dagestani leader Magomedsalam Magomedov emphasized that the republic needs support in implementation of the programme complex "Safe City", which provides installation of video cameras at crowded places. According to the President of Dagestan, it requires significant financial costs that were not assumed in the republic's budget.

According to the Russian General Prosecutor's Office, the work, conducted to identify sources of funding illegal armed formations (IAF) and centres of dissemination of religious extremism ideas, is not enough. Besides, no due attention is paid to safety of law enforcers, including in cases, when they go to visit the scenes of crimes.

"We operate only on facts of committed crimes which had been already committed. We have no operational information on preparing crimes, thus, we are not able to prevent them. No preventive work is conducted," stated Ivan Sydoruk.

According to Ivan Sydoruk, there are also problems at bringing criminals to justice; as a result, persons who have committed criminal acts, escape criminal responsibility.

Further, the meeting continued behind closed doors for the media; no adopted resolutions were reported.
