In Dagestan, relatives of detained suspects as militants' helpers complain that they cannot see detainees

A resident of Kizlyar (Dagestan) Zaur Omarov complains that for more than a month he cannot see his brother Omar, detained as a suspected helper. Zaur told the "Caucasian Knot" correspondent that investigators are against their meeting.

"My brother is kept at the IVS (temporary detention facility) for over a month, but we are not allowed by inspectors to meet him; no reasons are presented," said Zaur Omarov.

Let us remind you that Omar Omarov was detained by local law enforcers together with his friends - Rasim Ibadanov, Murad Gasanov and Ruslan Gadjimagomedov - on July 27. Gasanov and Gadjimagomedov are also accused of helping militants; while Ibadanov is accused of drug use. The detainees are categorically rejecting all the accusations.

Zaur Omarov said that before September 18 the detainees were kept at the IVS of the Khasavyurt ROVD (District Interior Division). "They were taken there on September 4; then, two of them were returned to Kizlyar; my brother is still in the Khasavyurt District," said the source of the "Caucasian Knot", adding that only Khadizhat, Ruslan Gadjimagomedov's wife, was allowed to see her husband. "She went to Khasavyurt, where some policeman rudely told her that Ruslan should rot in jail, not meet his wife. With great difficulty she still managed to see him once."

Zaur Omarov also said that the September 21 detainees were accused of illegal possession of weapons, active complicity with militants, fulfilment of their requests, dissemination of extremist ideas among residents of the Kizlyar District and recruiting young people into the ranks of militants. According to his story, the detainees' condition is satisfactory; they are accessible for their advocates; and no methods of physical and other pressure were applied.

The Kizlyar ROVD refused to comment, saying they knew nothing about the incident.

  • Rights defenders treat case of missing Movsar Umarov as typical for Chechnya

The decision of the Grozny court to provide Eset Umarova with the materials of the case of her son Movsar's disappearance gives some hope to his family, but investigators are unlikely to make the hope true. The fate of Chechen residents who disappeared like Umarov often remains unknown, human rights defenders have pointed out.
