Federal bureau of medical and social assessment (MSA) in Krasnodar region refused disability to a girl ill with cerebral spastic infantile paralysis (CSIP)

On July, 13, Federal bureau of medical and social assessment (MSA) refused acknowledging disabled a two-years-old Violetta Ariutlkina ill with mild CSIP.

Earlier, regional physicians refused to assign disability status to the child referring to a local ordinance which allegedly ran that the number of disabled children in the district should be reduced in order to strengthen performance.

The story of the girl posted in “LiveJournal” of charitable found “Creation” cased a lively discussion and a resonance in the blogoshere.

“It is not only in Krasnodar region! It is everywhere!... It is a practice of total lawlessness, the bureaucrats’ arbitrary rule and their luxury!”, blogger saren125 who is himself bringing up a disabled child wrote in his comment on the post “Life outside Moscow Ring Highway”.

Governor of Krasnodar region Alexander Tkachev disproved the existence of an instruction of reduction of the number of disabled persons.

Vladimir Uiba, Head of Federal Medico-biological Agency (FMBA) of Russia ordered to send a group of experts to Krasnodar region to take the final decision.

“A group of experts from Federal bureau has come from Moscow, they are the higher authority. They visited the stanitsa of Kanevskaya where the girl lives and carried out an in-house expertise. The decision of the regional State Directorate of MSA was confirmed, there are no reasons to assign disability status to the child”, RIA “Novosti” quotes senior expert of MSA in Krasnodar region Yury Zakharchenko.

In Yury Zakharchenko’s opinion, the physicians are able to eliminate the existing disbalance totally which is insignificant and there are no damages to the girl’s health which could become a reason to assign her disability status.

The girl’s disease was diagnosticated as “light form of CSIP”, there was no discord among the experts in the diagnosis and the extent of gravity of the disease, “Yuga.ru” reports.
