Ex-deputy from Astrakhan to appeal to ECtHR on criminal prosecution and beating in prison

 

Igor Negerev, a former deputy of the Astrakhan Regional Duma, convicted for an attempt to trip over a GIBDD (road police) inspector and accused of false denunciation of law enforcement bodies, has prepared a package of necessary documents for the European Court of Human Rights (ECtHR), since he believes that both cases were fabricated. The Regional Investigatory Committee refuses to comment on the situation.

"I was informed by people from competent bodies that the judge should have passed a sentence on the case of my alleged trip over a GIBDD inspector - to convict me for 2.5 years. But because of the resonance then the sentencing was postponed by 2 days; we were sitting and waiting; then, it turned out that the judge was rewriting the verdict. Nevertheless, I was convicted, found guilty and fined by 160,000 roubles. Then, they decided to postpone the payment by 3 years," said Igor Negerev to the "Caucasian Knot" correspondent. "Then my Moscow advocate wrote a complaint to the General Public Prosecutor that they had taken away my medication, beaten me and so on - no sense. But they opened the second case against me - on false denunciation."

A month ago the "Caucasian Knot" correspondent sent a written request to the Investigatory Committee (IC) of the Astrakhan Region asking to comment on the statements of the former deputy Igor Negerev that the investigatory authorities of Astrakhan had fabricated a new criminal case against him.

At the time of the transmission by e-mail of the above request, the lady-head of the press service of the IC was on vacation. Nevertheless, a month later, an answer came to the request stating that the appeal had been considered.

"Since you are not a party on the criminal proceedings on the criminal case in question, there are no reasons for sending you the requested information," said the IC's answer.

According to Alex Radowski, a special correspondent of the international edition "Top Secret", the answer clearly suggests that the Committee is unwilling to talk to journalists.
