In Rostov Region, "Rosreyestr" official is suspected of causing multi-million damage

A criminal case has been initiated against Vyacheslav Morozov, head of the Aksai Division of the Rostov Regional Department of the Federal Service of State Registration, Cadastre and Cartography ("Rosreyestr").

The case was opened by the investigatory division of the Aksai ROVD (District Interior Divisions) of the Rostov Region as a result of consideration of the prosecution's check. Morozov is suspected of committing a crime envisioned by Part 1, Article 293, of the Criminal Code ("negligence").

According to the prosecutor's check over enforcement of legislation on state registration of real estate by the Aksai Division of "Rosreyestr", in July-August 2010, Morozov registered the ownership right on two land plots in Starocherkasskaya village with total area of 7.2 hectares. However, according to investigators, these plots are actually located 3 kilometres away from the village - in the territory of historical and cultural value.

Investigators believe that in violation of the law Morozov registered the transfer of these land plots from the category of agricultural land into the category of land of settlements.

Thus, by his illegal actions, Morozov caused damage amounting to more than 200 million roubles to the municipality formation Starocherkasskaya rural settlement. This is stated by the website of the Russian GPO.

Besides, the Office has sent lawsuits to the Aksai District Court claiming to recognize the cadastre registration of the above land plots illegal and cancel the registration of the title, and withdraw the real estate from illegal possession.
