Nine families have been evicted from a dormitory in North Osetia without housing

Nine families from the category of displaced persons have been evicted from the dormitory of Special vocational school (SVS) No 14 in the village of Elkhotovo, Kirov district of North Osetia. They had been living there since 1991.

The people were evicted on October, 30, according to a judgment but without housing. "The procedure was executed by bailiffs and personnel of a special purpose militia unit. They did not care about children, old and sick people being among those evicted. They evict people without housing or rendering any kind of help. As far as I know, they have no right to evict people in the winter time. We are told this is a dormitory for pupils, not for families. I am going to rent a flat now", Eka Gagloyeva who had lived there said.

Gagloyeva remarked that the people were informed about eviction in 2004. Like other displaced persons she is on the waiting list in the migration service in Kirov district to receive a dwelling certificate and nobody removes them from the list. However, the date of getting the certificates is unknown.

"We update our documents annually but I still remain number 2000 on the list as I had been before. There is no progress and it does not matter at all how many children a person has. I have no more hope. I have passed through a lot of trials and it seems to me they are interrelated. We are still being promised the certificates but we get none", Gagloyeva said.

The woman said she was going to appeal to the Committee of Human Rights for help. Today she is going back to the dormitory because her mother has stayed there.

"For nine years the people have been living without electricity. This year heating was put off, too. Nobody wants us. My mother-in-law who has the first disability group lives alone. I cannot take her to live with me. The people are outdoors now and nobody knows where they will spend the night", a relative of another evicted woman, Madina Mitilova, said.

Grigory Kaitukov, Director of SVS No 14, told a reporter of "Caucasian Knot" that the reason for eviction is the absence of proper living conditions. According to him, the people were accommodated in the dormitory yet in 1991, "there were 12 families here then and now there are 712 people".

"The dormitory has become unfit for living since then, - Kaitukov says. - There is no sewage, everything got ruined. This dormitory had not been adapted for family dwelling. It is a students' dormitory, not a hotel. There are no satisfactory living conditions here. They use stoves and gas vessels for cooking while they are strictly forbidden", he said.

According to the Director of SVS No 14, none of the people has remained homeless. "They have got registration marks in their passports. They are not anywhere in the street, everyone has gone home", he declared.

According to Kaitukov, the pupils have nowhere to live, "they are compelled to come here from remote settlements because we cannot provide them with dwellings", he says.

On December, 1, four more remaining families will have to be evicted from the dormitory.
