Investigatory Committee reports detention of attackers on Baksan HPP

The investigatory bodies and operative agents of the Ministry of Internal Affairs (MIA) and FSB have detained two persons who confessed of committing a terror act on July 21 at the Baksan hydroelectric power plant (HPP) in Kabardino-Balkaria, as Vladimir Markin, spokesman of the Investigatory Committee (IC), said today.

According to his story, the two detainees, whose names are not disclosed, were members of the illegal armed formation (IAF), which operated in the Baksan District. The persons of the rest of the criminals involved are also known.

The IC's spokesman has noted that Ruslan Orshokdugov and Rustam Seyunov, who had been also involved in diversion act, were killed on July 25 in a special operation. Inspectors believe that the main motive of the crime was in intention "to cause damage to the state," the RIA "Novosti" reports.

The investigatory believes that the organizers of the attack on the Baksan HPP were involved in the murders of Albert Shibzukhov, inspector of the Baksan ROVD (District Interior Division), and Murat Dokshukin (both in November 2009), religious figure Khazrail Malbakhov in June 2010, PPS (post and patrol service) inspectors at the bus station in the city of Baksan in April 2010, MIA employees near Islamei village in September 2010, militiamen in Zayukovo village and other crimes.
