Apshaev: NGO "Alan" is against Balkars' hunger strike as form of protest

The Balkar public organization named "Alan" would not accept radical forms of protest - hunger strikes, pickets and rallies. This was stated by one of its leaders - Magomed Apshaev, Academician of the Russian Academy of Sciences, in his comment on the hunger strike of a group of Balkars, who demand enforcement in the republic of the federal law on local self-government.

According to Mr Apshaev, the "Alan" hopes to solve the problem within the bounds of the law. He also noted that "the law nicely suits the conditions of the republic."

"The parliament of the Kabardino-Balkarian Republic (KBR) made an attempt to enforce the law by adopting in the first reading the bill on distribution of lands among districts and even among settlements; but then under the pressure of the Adyg public they cancelled their own laws," Magomed Apshaev told the "Caucasian Knot" correspondent and emphasized that the solution of the problem is protracted.

The Academician linked the current aggravation of the political and criminal situation in the republic with the forthcoming reappointment of the president of the republic. "It's not excluded that the reason is in the fight for power," he said and noted that he could not assert is unequivocally, since "this is the work of law enforcement bodies."

Magomed Apshaev sees one of the reasons of instability in lack of jobs in the republic, which forces part of the population, including Balkars, to leave for other regions. In the last two years the outflow has decreased due to the crisis, but it does not contribute to stabilization, sooner on the contrary, he believes.
