Terror act in Baksan HPP committed in Kabardino-Balkaria

At night on July 21, the Baksan Hydraulic Power Plant (HPP) was attacked. Having killed two securities, the terrorists entered the machine hall and seized HPP workers. Then, they planted and triggered two explosive devices.

The first explosion took place at 5:20 a.m., and the last one was triggered by the sappers, who neutralized another bomb detected at the plant. As a result of the explosions a fire burst out; the machine hall was damaged.

Experts stick to the opinion that the attack on the Baksan HPP had the aim to intimidate the population, as the plant has no large water body, and the consequences of the terror acts had no effect on the republic's energy system. Besides, it is not excluded that terrorists chose the Baksan HPP for their attack because of bad security, the RIA "Novosti" report.

Under unofficial data, as the "Interfax" reports, the terror act in the Baksan HPP could be committed under the order of a certain Abdullah, who has replaced the recently liquidated Anzor Astemirov as the leader of Kabardino-Balkaria's militants.

The investigation believes that Dokku Umarov, leader of North-Caucasian militants, could be involved in the terror act; earlier, he had announced the intention of his militants to wage subversive war in the depth of Russian territory.
