In Dagestan, advocate demands to make inspector who beat her criminally liable

Dzhamilya Tagirova, a lawyer of the Dagestan Specialized Bar, has petitioned about initiating a criminal case against Kerim Mazaev, an inspector of the Sovietskiy ROVD (District Interior Division) of Makhachkala, who beat her right in the ROVD building.

The incident happened on July 2, when the advocate who represented the interests of Ramazan Magomedov accused of a swindle came to inspector Kerim Mazaev.

Ms Tagirova writes in her application, addressed to Kasumbek Amirbekov, head of the Investigatory Department for the Republic of Dagestan of the Russian ICPO (Investigatory Committee at the Prosecutor's Office), the inspector refused to enter her remarks into the interrogation protocol of the suspect.

"When after the end of interrogation I wrote in my remarks into the respective section of the protocol, inspector Kerim Mazaev tore the document and threw it on the floor. Could I hardly pick it up and put it on the table, when Mazaev snatched the sheet out of my hands and started beating me with his fist on the face and body, offending me with obscene words," runs the application.

Right after the beating the lawyer addressed for medical help to the Republic's Orthopaedic-Traumatology Centre, where doctors registered wounds of the upper lip, grazes on the neck and a finger of the right hand.

Dzhamilya Tagirova asks to initiate criminal cases against the inspector under several articles of the Russian Criminal Code.

According to the advocate, inspector Mazaev had illegally put her client Ramazan Magomedov into custody, as, according to the law, persons accused of economic crimes shall not be put behind bars.

Today, according to lawyer Rasul Kadiev, Dzhamilya Tagirova feels well and is taking her treatment in one of the sanatoria in Caucasian Mineral Waters. Her client was released.

Yusup Dzhakhbarov, vice-president of the Bar of Dagestan, told the "Caucasian Knot" correspondent that he had a meeting with Andrei Nazarov, Public Prosecutor of Dagestan. "He knows about this case. In the near future we expect initiation of a criminal case against inspector Kerim Mazaev," he said.

Law enforcement bodies refrain from comments until the inquiry into the incident is over.

Let us note here that after recent attacks on lawyers state-owned mass media of Dagestan published quotations from the speech of Ali Magomedov, republic's interior minister, who instructed his subordinated to run explanatory conversations, strengthen the educational work with subordinates, draw attention to possible provocations and be ready to adequately and lawfully react to them, the RIA "Dagestan" reports.

In his comments to the above quotations Biyakai Magomedov, lawyer of the newspaper "Chernovik", has noted that in this case the reaction of the bosses of the Dagestan MIA was not quite clear to him.

"Instead of publicly condemning the criminal actions of his subordinates, the minister speaks about some insinuations, thus upholding the actions of militiamen. Now, when the case of lawyer Sapiyat Magomedova, beaten by OMON fighters on July 17 in the building of the GOVD (City Interior Division) of Khasavyurt, got into the focus of attention of the Kremlin and federal TV channels, it is better to get rid of discredited employees than to cling to some improbable versions of insinuation," said Biyakai Magomedov.
