Militiaman suspected of excess of powers when in Chechnya detained in Primorski Krai

Igor Ivanchenko, head of public safety militia of the OVD (Interior Division) of the Arseniev City District, Primorski Krai, was put behind bars after a criminal case was opened against him under Article 286 of the Criminal Code of the Russian Federation for excess of official powers in 2007, when he was sent to official service trip to Chechnya.

As reported by Mariam Nalaeva, senior assistant of the head of the Investigatory Department at the Prosecutor's Office of the Chechen Republic, the criminal case had been initiated when Ivanchenko was in command of the united militia squad of the Primorski Krai UVD (Interior Department), sent to the Shelkovskoy District of the Chechen Republic.

According to the investigation, during that period Ivanchenko had a conflict with one of his subordinates - a militia captain. Ivanchenko beat him, took away his personal things and put into a hole for several days.

Now Ivanchenko is detained. An inspector of the Naur Inter-District Investigatory Department is conducting investigatory actions with him in the Primorski Krai. According to Ms Nalaeva, in the near future the suspect will be brought to Chechnya for further inquiry, the RIA "Deita" reports.

Let us note here that, according to an informed source in the Primorski Krai Department of the FSB, who commented the detention, while preferring to remain anonymous, 18 months ago, when in Chechnya, Ivanchenko had an incident of beating detainees, the "Gazeta.Ru" writes. "Most likely, the present detention has also to do with that episode," said the source.

The press service of the Krai UVD preferred neither to confirm nor to refute the above information.
