ECtHR obliges Azerbaijan to pay a fine of over 30,000 euros

Under four last year's decisions of the European Court of Human Rights (ECtHR), the government of Azerbaijan was fined by 30,725 euros.

The information about the control over enforcement of decisions of the ECtHR is provided in the third report of the Committee of Ministers of the Council of Europe. The document says that in 2009 the Committee considered 13 cases connected with Azerbaijan.

In 2009, violations of the European Convention on Human Rights (ECHR) entailed 1515 decisions of the ECtHR; and the control over enforcing them was granted to the Committee of Ministers. Thus, the number of controlled cases reached 7881. The sum of compensations paid out to victims in 2009 made 54 million euros.

In 2009, the ECtHR made 289 decisions on Turkey and 268 - on Russia. The biggest penalties were imposed on Moldova - 28 decisions and 14,218,626 euros, as reported by the "Trend" Agency.

Now, the ECtHR has accepted to consideration the claim lodged by the Azerbaijani "New Time" Party versus the Ministry of Justice of Azerbaijan because of refusal to register the Party.

As noted by Eldar Zeinalov, Director of the Human Rights Centre of Azerbaijan, who spoke at the FIDH Forum "Justice: New Challenges - Right to Efficient Defence and Fair Trial", today it is 4-5 times easier to have one's case considered at the ECtHR than at the Constitutional Court of Azerbaijan.
