Dmitri Medvedev defines five primary goals of war on terror in the Caucasus

Today in Makhachkala, Russian President Dmitri Medvedev, who arrived in Dagestan, held a meeting with the heads of the regions of the North-Caucasian Federal District (NCFD), territorial subdivisions of the Federal Security Bureau (FSB) and law-enforcement bodies. The President emphasized the need to reform the system of law enforcement bodies and formulated five primary goals to be attained by the country's leadership.

The first one is to strengthen the law enforcement bodies: the Ministry of Internal Affairs (MIA), FSB and the courts. The second task, according to Mr Medvedev, is to deliver "concentrated blows on terrorists."

As stated by the President, reforms of the MIA are the must; however, they should be performed in such manner "as not to push people away from militiamen who risk their lives." Mr Medvedev called the heads of the regions of the NCFD to submit their offers on how to reform the law enforcement bodies, with account of "Caucasian specificities."

Especially, in the opinion of the President, it refers to legal and other issues of inquiry, investigation and courts on cases about terrorism. "We are ready to essential changes should they only be efficient," Dmitri Medvedev has stated.

At the same time, as he noted, we should help those who decide to quit extremism and terrorism.

Another primary goal is to boost the economy and social sphere. Dmitri Medvedev called businessmen, natives from Northern Caucasus, to be active in helping their republics. "You should 'cut your purses' a bit and pay debts to homeland," said the President.

And the final task is to strengthen the morals and spiritual components of the society. "Murder is a sin in any religion," Dmitri Medvedev said. "Islamic and spiritual leaders should bear the truth and be authoritative for people."

Today, the President announced rewarding with Orders of Courage of nine law enforcers, lost in the terror act in Kizlyar on March 31.

He added that he had ordered to provide apartments to all the families of lost militiamen.
