President of Dagestan: law enforcement bodies are regarded as involved in kidnappings until they solve the crime

On November 10, President of Dagestan Mukhu Aliev, speaking to the workers of internal bodies on the occasion of the Day of Militia, said that law enforcement bodies will be regarded as involved in kidnappings themselves until the solve the crime and find real kidnappers.

According to Mr Aliev, kidnappings are shameful phenomena casting a shadow not only on law enforcement bodies, but on the whole republic.

The President has noted that in recent years the republic has managed to decrease the number of kidnappings.

"However, in the latest months of this year, the issue has again appeared on the agenda. A number of mass media expressed the idea about involvement of law enforcers in kidnappings. Certainly, anyone can buy camouflage uniform. And although there are facts, when the militia found the missing persons; nevertheless, law enforcement bodies will be regarded as involved in these kidnappings until they solve the crime. This is the only way to preserve reputation," Mr Aliev has noted.

He believes that one of the main aims of the bandit underground is to discredit law enforcement bodies.

President of Dagestan has also mentioned facts of corruption in law-enforcement bodies. "Corruption is never born in an empty place. In our conditions it is nourished by the clannish society. For decades, certain clans, including opposing ones, tried to push and squeeze their people into the bodies of law and order, power agencies and judicial bodies. Nobody thinks about professionalism in such cases," said Mukhu Aliev.
