Investigatory Committee refuses to investigate into detention in Ingushetia of later killed oppositionist Evloev

So far, the Department of the Investigatory Committee at the Prosecutor's Office (ICPO) of the Russian Federation for Ingushetia has decided not to open a criminal case on illegal detention of Magomed Evloev, former owner of an oppositional website "Ingushetia.Ru" (nowadays - the "Ingushetia.Org"). This was reported by Magomed Gandarov, advocate of Evloev's family.

According to his story, the ICPO made this decision shortly after the corresponding decision on opening a criminal case was cancelled by the Prosecutor's Office of Ingushetia. The latter had motivated its decision by the fact that the ICPO failed to give particular names of the MIA's agents who in fact detained Evloev.

According to the advocate, he knew already in late April that the ICPO had decided not to open a case against the militiamen who detained Evloev, when he tried to appeal against the decision of the Prosecutor's Office at the Nazran Court, however, he expects to receive a copy of the statement to refuse to open the case only today. According to his story, the judge had personally addressed the ICPO of Ingushetia for explanations, to what the inspectors replied that they would refuse from further investigation.

The ICPO has obliged Prosecutor's Office to hold an additional check and then to make a decision on opening or refusal to open a case, as the "Vremya Novostei" newspaper writes.

According to Magomed Gandarov, inspectors of the ICPO have decided, without any explanations of the reasons, not to investigate the illegal arrest of the oppositionist, although there are more than enough grounds to open it.

In his opinion, the inspectors are under pressure exerted by former leaders of the republic, who can, in case of objective investigation, find themselves in the prisoner's dock.
