On July 4, the period expired, within which the government of the Russian Federation was to submit to the European Court of Human Rights (ECtHR) the memorandum on the complaint about the kidnapping of Akhmed Buzurtanov, a wrestling club coach. Relatives of Rizvan Yakubov, who was detained this morning in Khasavyurt, blocked the federal highway between Khasavyurt and Makhachkala to protest against the actions of law enforcers. The relatives of Rizvan Yakubov demanded to explain why the young man was detained and to allow his advocate to visit him. Policemen dispersed the protesters, and several persons were detained.

The European Court of Human Rights (ECtHR) upheld the complaint about inhumane treatment filed by Shakir Rzakhanov, who is serving his life sentence in Azerbaijan. The ECtHR pronounced that Shakir Rzakhanov is to receive the amount of 7500 euros as compensation for moral damages and the other amount of 2000 euros is to be paid to the applicant as compensation for legal costs.
