Trade unions gain court victory over Stavropol administration

A judicial contest between regional budget trade unions and the Stavropol administration has ended with the victory of the former. The administration banned picketing the building of the regional government with demands to raise wages and provide social guarantees on 15 October 2003, during the All-Russian Protest Action of Trade Unions of Non-Production Sphere Workers. The district court to which the regional trade unions turned to protect constitutional rights of their members declared the Stavropol administration's actions illegal, rating them as "unjustified interference in the Russian citizens' exercising the right they have to assemble peacefully" (to picket). The city administration appealed to the Stavropol Regional Court, which upheld the decision by the Oktyabrsky District Court on February 11.
