The case of infliction of moderate harm to health of Khasan Katsiev, a former employee of the Ingush Department for Combating Economic Crimes (known as UBEP), who complained about torture, was brought from the police to the Investigating Committee of the Russian Federation (ICRF). This was told to the "Caucasian Knot" correspondent by Magomed Katsiev, the father of the victim, on April 14.
