The Ministry of Justice (MoJ) of Dagestan refused to sanction 23 rallies and one demonstration which organizers of the rallies wanted to hold in support of Abdulmumin Gadjiev, an arrested correspondent of the newspaper "Chernovik"(Draft). Among the reasons for the refusal, the Dagestani MoJ mentioned the possibility of a terror act.
