Residents of mountainous area of Dagestan suffer from severe cold. Some regional schools and pre-school education institutions are closed. In hospitals, patients are freezing. The local authorities are trying to find coal for heating in the neighbouring republics.

Organizers of the rally "For Fair Elections" has sent to Mikhail Fedotov, Chief of the Council on Human Rights under the President of the Russian Federation, the list of 39 persons, whom they treat as prisoners for political reasons. Charges against six persons from the list are related to the events in Northern Caucasus and Southern Russia, and charges against other five persons are related to the riots in Manege Square in Moscow in December 2010.
