Beating up Chechen women in Kalmykia qualified as ethnically-based hooliganism

For the first time, NKR residents take in air strike exercises
The first civil defence training exercises were held in the Nagorno-Karabakh Republic (NKR) for an air strike. Siren sounds reminded of the terrible times of the first Karabakh War, residents of Stepanakert have noted. German media call a person arrested for terrorism a native of Chechnya
The German Prosecutor's Office has reported an arrest of a Russian citizen suspected of storing explosives and plotting a terror act. Media: at least five cases of torture fixed in 2018 in Southern Russia
