This was stated by activists of the Human Rights Centre (HRC) "Memorial" in their comments on the resolution of the Committee of Ministers (CoM) of the Council of Europe (CE) on the ineffective investigation into the cases of extrajudicial executions and torture in Chechnya.

The Soviet District Court of Makhachkala has granted the investigators' petition to extend the house arrest of Magomed Magomedov, a journalist of the newspaper "Novoye Delo" and the former official spokesman of the mosque located in General Omarov Street. The house arrest was extended until January 12, 2017.

Chechen leader Ramzan Kadyrov is the only one of the heads of southern regions of Russia, who became one of the "honours" of the "survival" rating, compiled on the basis of estimations voiced by experts of the "Petersburg Politics" Foundation and the "Minchenko Consulting" Holding. The Committee of Ministers (CoM) of the Council of Europe (CE) has published four resolutions on supervision of the execution of the decision of the European Court of Human Rights (ECtHR), adopted in cases versus Russia. They include the case "Khashiev and Akaeva vs. Russia" on killing of the applicants' relatives in Grozny in January 2000. The ECtHR's judgment on the case remains unenforced for more than 11 years.
