Doctors from the Astrakhan region were fined for false diagnoses for conscripts

In Astrakhan, the court sentenced two former heads of departments of the regional clinical psychiatric hospital. They were found guilty of fraud for issuing fake medical certificates to conscripts, allowing them to evade mandatory military service.

According to the investigation, one of the convicted, while being the chairman of the commission of psychiatrist doctors as part of the military medical commission, for a monetary reward of 150 to 250 thousand rubles, issued fictitious diagnoses for conscripts. These certificates allowed young men to receive a deferment or complete exemption from conscription for mandatory military service.

The regional prosecutor's office sent the case to court on March 30. "In September - October 2025, the heads of the departments of the psychiatric hospital misled the father of a conscript. Knowing that the conscript suffers from a disease that objectively prevents him from serving in the military, they demanded 150 thousand rubles from his father for issuing a diagnosis that would prevent the conscript from being called up," the supervisory agency reported on its Telegram channel.

The evidence collected by the investigation was deemed sufficient by the court to issue a guilty verdict. The defendants were found guilty of fraud committed by a group of individuals by prior agreement 1 , the press service of the FSB for the Astrakhan region reported today.

It is noted that during operational activities, one of them was caught red-handed by FSB officers in the region while receiving money.

The Kirov District Court, having reviewed the materials of the criminal case, found the doctors guilty. A penalty in the form of fines was imposed: 400 and 500 thousand rubles, respectively. In addition, both are prohibited from holding positions related to administrative and economic functions in municipal healthcare institutions for a period of 1.5 and 2 years.
