Lawyers treat law enforcers' actions during detention of Kadyrov's General Tsakaev as lawful

The traffic police inspectors had the right to stop the car and detain the driver, including by using force, if his behaviour threatens road users and inspectors themselves. This was stated by lawyers after the harsh detention of Chechen General Alikhan Tsakaev in Dagestan.

The "Caucasian Knot" has reported that on April 14, in Dagestan, traffic police inspectors harshly detained Major General Alikhan Tsakaev, the head of the Chechen Ministry for Emergencies (MfE), who was also Ramzan Kadyrov's classmate. The head of Chechnya has treated the incident as a provocation and demanded from the leadership of Dagestan to dismiss those who forcibly pulled the general out of his car. The head of Dagestan, Sergey Melikov, assured that Dagestani policemen act within the rules of the law.

Traffic police inspectors have the right to stop a car if it seems to them that its driver is violating traffic rules, and have the right to use force, Vladimir Novitsky, the president of the Russian section of the International Human Rights Society, has noted.

"Traffic inspectors can use force against such a person if he behaves aggressively, but they are obliged to do this in accordance with the degree of danger posed by him," Mr Novitsky has stated.

Yevgeny Chernousov, a lawyer, has added that if there was no collision and the driver was simply detained while drunk, then "we can talk about deprivation of the driving licence."

Let us remind you that Alikhan Tsakaev, Kadyrov's classmate and fellow villager, was the commander of the Chechen OMON (riot police).

After Alikhan Tsakaev, then a police colonel, became the new deputy head of the Chechen MfE, residents of the republic announced a continuation of the course towards strengthening the regime of Kadyrov's personal power.
