Court obliges investigators to resume check on Ragimovs’ complaint about torture

The Investigating Committee of the Russian Federation should resume a check on the complaint filed by natives of Dagestan Murad and Firuddin Ragimov about torture, the fact of which was recognized by the European Court of Human Rights (ECtHR), the “Team Against Torture”* reports.

The “Caucasian Knot” has reported that a female relative of Murad Ragimov and his father Firuddin Ragimov reported about their brutal beating and torture by law enforcers. In January 2017, experts found traces of torture on the body of Firuddin Ragimov, and in February 2017, human rights defenders complained that the Investigating Committee of the Russian Federation (ICRF) refused to investigate the case on torture of the Ragimovs father and son. On March 22, 2022, the ECtHR awarded 26,000 euros to Firuddin Ragimov and the same amount to Murad Ragimov in compensation.

On August 30, 2016, law enforcers detained Murad Ragimov in Moscow on suspicion of involvement in militant formations in Syria, as well as an attack on police officers in Dagestan. When the law enforcers found out that Murad Ragimov could not leave Russia because he did not have a foreign passport, they searched his apartment and announced the discovery of drugs, the man’s relatives claimed. In January 2018, Murad Ragimov was sentenced to 3.5 years of imprisonment.

The decision of the ECtHR in the case of the Ragimovs father and son helped the human rights defenders from the “Team Against Torture”* to achieve the resumption of the verification of their complaint about torture in Moscow.

According to the complaint, the Ragimovs father and son were subjected to violence. The men themselves stated that law enforcers were beating them with their feet and a leg from a chair, strangling them, and torturing them with electric current.

*The “Committee Against Torture” (CaT) was included by the Russian Ministry of Justice (MoJ) in the register of NCOs, performing the functions of a foreign agent. The lawyers who previously worked for the “Committee Against Torture” created the “Team Against Torture”.
