Ramzan Kadyrov demands from his subordinates to attract extra-budgetary funds

At the meeting concerning the investment climate in the region, Chechen leader Ramzan Kadyrov has asked the local leaders to take responsibility and to attract extra-budgetary funds. He has threatened to dismiss those who fail to obey to his instructions.

On February 6, Ramzan Kadyrov demanded from the heads of ministries and departments, heads of districts to produce "fresh ideas." According to him, "Chechnya implements a lot of projects with involvement of the country's banks and foreign funds", and "the republic generates the increased interest of investors and banks."

The Chechen leader has also reported that the government of the Chechen Republic directs loans for the construction of social facilities, "including hospitals, kindergartens, and schools."

"The most important thing is that we fulfil all commitments on loans," he wrote on his Instagram.

The Chechen leader and his subordinates control multimillion-rouble flow of funds, allocated for implementation of major initiatives in the republic, through the Akhmat Kadyrov Foundation and its affiliated organizations. Meanwhile, the activities of the Akhmat Kadyrov Foundation cannot be controlled by the federal Ministry of Justice (MoJ), the "Kommersant" reports.In October 2011, Ramzan Kadyrov said that "Allah gives" the money to the republic.

Earlier, the "Caucasian Knot" has reported that in Chechnya, public employees complained about deductions from their salaries in favour of some final recipients unknown to them.
