Chechen SC recognizes illegal refusal to investigate operation of Stavropol law enforcers

The court's decision to recognize illegal the refusal of the Investigating Committee of the Russian Federation (ICRF) to institute a criminal case on abuse of power by Stavropol policemen during the special operation in Grozny has come into force.

The "Caucasian Knot" has reported that Djambulat Dadaev, who had been on the federal wanted list on suspicion of killing an entrepreneur in Stavropol, was killed in Grozny on April 19. The operation was conducted by employees of the Ministry of Internal Affairs (MIA) of the Stavropol Territory. In Chechnya, a criminal case was opened against Stavropol power agents for abuse of power, but Alexander Bastrykin, the head of ICRF, closed it. On August 8, the District Court in Grozny reversed the decision of the Investigating Committee to recognize the actions of power agents from the Stavropol Territory legitimate.

"Yesterday, on September 16, the Supreme Court (SC) of Chechnya approved the decision of the Lenin District Court of Grozny to recognize illegal the ICRF's refusal to open a criminal case on the killing of Djambulat Dadaev. Thus, the court's decision has come into force. At present, the ICRF is to eliminate the violation and initiate criminal proceedings against the persons guilty of the crime," the "Caucasian Knot" correspondent was told by an official from the Ministry of Justice (MoJ) of Chechnya.

Meanwhile, family members of Djambulat Dadaev insist on his innocence. "Djambulat has not received any notification to come to the police station," the "Caucasian Knot" correspondent was told by one of the close relatives of the killed man.

He has also noted that relatives of Djambulat Dadaev have the information that "staff members of the Stavropol UVD (Interior Department) had expired mission orders." "That means that they had no rights even to detain anyone, and needless to say, they had no rights to open fire on anyone. Furthermore, there is documented evidence that the policemen wounded Djambulat to his back, and only then, when he was already seriously wounded, he lost control and rammed the police car," the relative of Djambulat Dadaev has explained.
