Committee of Inquiry: residents of Novorossiysk state that there was no warning of disaster

The authorities of Novorossiysk assure that the townsmen were warned of possible natural disaster in proper time. Meanwhile, the residents of injured districts of Novorossiysk declare the contrary: the bodies of state authority issued no warning to the population.

According to the latest data, at night of July, 7, three persons perished in Novorossiysk: two men a woman. Committee of Inquiry of the Russian Federation carried out a pre-investigative inspection on the fact of the people's death.

The investigation interviewed the residents of injured districts who explained that the bodies of state authority did not warn the population.

Meanwhile, the investigation impounded the respective documentation from the offices of municipal Administration and the Ministry of Emergency Situations. According to the documents, the townsmen were warned of a possible natural disaster in proper time by means of automated SMS distribution and moving text display on local TV. Besides, the population of the regions difficult of access was evacuated.

In connection with this, for the purpose of elimination of contradictions and ascertainment of the truth on the case by means of inquiry criminal proceedings were started on indications to a crime stipulated by part 3, clause 109 of the Criminal Code of the Russian Federation (infliction death out of carelessness to two or more persons), web-site of Committee of Inquiry of the Russian Federation reports.

This clause stipulates penalty in form of custodial restraint for a term of up to four years or forced labour or four years or imprisonment for the same term with deprivation of a right of holding certain offices or some kinds of activities for the term of three years or without it, "Pravo.ru" informs.
