The former high-ranking Kuban security official is accused of receiving bribes.

A criminal case for receiving large bribes has been initiated against the former deputy head of the Main Directorate of the Ministry of Internal Affairs for the Krasnodar Territory, Alexey Cheburakov, and three of his subordinates.

Colonel Alexey Cheburakov held the position of deputy head for operational work of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Krasnodar Territory from September 2018 to September 2025.

According to the investigation, Cheburakov and his subordinates were on the payroll of a commercial firm that provided passport and visa services for four years. They began receiving "kickbacks" from the firm's director in 2021. It is reported that Cheburakov himself approached the businessman, and he agreed. Migrants were forced to turn to the firm, as artificial obstacles were created for them by the security officials, and for various reasons, they were refused acceptance of documents. However, after contacting the company, issues were resolved much faster. As a result, the firm became a de facto monopoly in the market for commercial services for processing documents for foreigners in the region, writes Kommersant on September 13.

The businessman transferred money to Cheburakov's wife's card, with a total of 85 transfers made from August 2021 to July 2025, amounting to over 63 million rubles.

A criminal case has been initiated against Cheburakov, who is currently in a detention center in Moscow, under part 6 of Article 290 of the Criminal Code of the Russian Federation (receiving a bribe in a particularly large amount). Criminal cases under a similar article have also been initiated against the head of the regional migration control department of the migration issues management (UVM), Yuri Gaponov, the head of the external labor migration department of UVM, Roman Gurov, and the deputy director of the regional branch of the Federal State Unitary Enterprise "Passport and Visa Service of the Ministry of Internal Affairs of Russia" (FSUE PVS), Elena Voronezhskaya.

Comments from Cheburakov and the other participants in the case regarding the criminal prosecution are not yet available to Kavkazsky Uzel.

Earlier, "Kavkazsky Uzel" reported that in early June, former head of the duty unit of the Ministry of Internal Affairs of Krasnodar Alexander Ablayev was sentenced to five years in prison for receiving bribes from journalists of the online publication "Baza".
