Volgograd residents mark road holes with paint

In Volgograd, a protest action against bad roads was held. Participants of the protest action marked with yellow paint holes that were larger than the GOST (State Standard) permitted. In their turn, the authorities of the region claimed allocation of one billion roubles for road repairs.

The "Caucasian Knot" has reported that hole patching of major roads in Volgograd was to be completed by May 25. For that purposes, 72 million roubles were allocated from the municipal budget. However, according to motorists from Volgograd, the authorities have failed to complete the repairs till that time.

Alexei Ulyanov: lawsuits will be filed to courts of Volgograd, if authorities fail to repair roads

Tonight, the Dzerzhinsky District of Volgograd hosted a protest action against bad roads. At the section of the Dorozhnikov Avenue, from the hospital complex to the intersection with Zemlyachka Street, and in Tankistov Street, the holes, which were larger than the GOST permitted, were marked with yellow paint. The participants of the protest action marked "emergency" holes with emergency signs to warn drivers of the presence of a dangerous section of road.

"Dimensions of holes should not exceed 15 cm in length, 60 cm in width, and 5 cm in depth. We will maintain control over the areas, where the dimensions of holes exceed the specified parameters. We begin a new phase in the fight for good roads: all roads, where the requirements of the State Standard are violated, will be photographed and described, and in the event of failure to eliminate damages within periods specified by the law, related lawsuits will be filed to the courts of Volgograd, and copies of the lawsuits will be sent to Moscow to the reception office of President Putin," Alexei Ulyanov said.

Alexei Ulyanov, a resident of Volgograd, also visited in his car all the districts of Volgograd and collected signatures "For Good Roads". On May 1, in the city of Frolovo of the Volgograd Region, an action on collecting signatures against bad roads was suppressed. On June 19, Alexei Ulyanov brought five thousand collected complaints about poor condition of roads in the city of Volgograd and the Volgograd Region to Moscow to the reception office of the Russian President.

"On June 27, I got from the reception office of the Russian President 5167 letters of notifications that delivered complaints about bad roads were taken into proceedings. Notifications came in response to the letters of all Volgograd residents, who wrote complaints. At present, my car is full of them. The letters from Moscow were not sent by mail, but brought to the regional reception office of the President. The notifications state that, since material and documents should be requested from the government of the Volgograd Region, in accordance with Paragraph 2 of Article 12 of the Federal Law No. 59, the period of consideration of the complaints was extended to 30 days," Alexei Ulyanov told the "Caucasian Knot" correspondent.

In Volgograd, more than one billion roubles allocated for road repairs

Sergey Bozhenov, Governor of the Volgograd Region, has initiated amendments to the regional budget, according to which, this year, 1015 billion roubles are to be allocated for the repairs and maintenance of the road network of Volgograd. The corresponding amendments have been approved by deputies of the Regional Parliament. This was told to the "Caucasian Knot" by the press service of the Governor and the Government of the Volgograd Region.

According to Andrei Putin, Regional Minister of Transport and Road Facilities, payments for the executed works shall be effected only after positive statement of experts. The finished facilities shall receive warranty passports with the 5-year warranty period for top layer of pavement.

The Minister has also emphasized that the inspections, conducted by staff members of the Ministry of Transport and Road Facilities and the Municipal Department "Komdorstroi" resulted in issuing 12 prescriptions for their elimination. Basing on the results of tests of samples of pavement, road services promptly take measures to adjust composition of asphalt-concrete mixtures and laying technologies.
