The man who threatened to explode district department of internal affairs surrenders in Volgograd region

Alexei Martynenko, previously convicted, who threatened to explode the building of Frolovo district department of internal affairs in Volgograd region has surrendered. "The shahid's belt" with which he threatened militiamen has proved to be a dummy.

As was reported earlier, a man with explosives penetrated the district department of internal affairs in the town of Frolovo, Volgograd region, took a militiaman as hostage and demanded meeting with RF premier Vladimir Putin. The Morozovskaya Street where the district department is located was blocked, the residents of nearby houses were evacuated.

Antonina Makeyeva, senior assistant of the public relations officer of the investigation department under the Volgograd region Prosecutor's Office, says Alexei Martynenko, aged 50, entered the militia station approximately at 12.50.

Chief of the department and his deputy were in at the moment. Martynenko declared to the militiamen that he wore "a shahid's belt" and wanted to talk or meet personally with Prime-Minister Vladimir Putin in order to "tell him about corruption in Russia". Otherwise he threatened to explode himself and the militia station, reports "Gazeta.Ru".

"In principle, he did not hold anyone as hostages, they all could leave. He simply threatened to explode himself," says Makeyeva.

According to some data, Martynenko demanded an airplane and 10 million roubles. This has been reported by the Pro Volgograd periodical. Makeyeva has not confirmed the information.

Negotiations with the alleged terrorist were conducted by his relatives, Alexander Kravchenko, head of the regional department of internal affairs, and Mikhail Muzrayev, head of the ICPO for Volgograd region. Martynenko was taken out of the militia station around 17.00.

According to the information from the administration of the town of Frolovo, Martynenko was registered as resident of the village of Zenzevatka, Olkhov district, Volgograd region. He has previous convictions for murder and fraud. He was convicted for 13 years in prison but in 2008 he was released on parole, after which he earned his living in the town of Kamyshin.
