Ramzan Kadyrov is a Chechen politician, the son of Akhmat Kadyrov, the first president of the Chechen Republic. He has been the head of Chechnya since 2011. He has held the rank of major general of the police since 2009, and major general of the Russian National Guard since 2020. In 2021, he won the second direct election for the head of Chechnya with 99.7% of the vote.

The newly elected head of the village, Rashid Isakov, considered their actions illegal; he, the deputies, and the villagers intend to complain to the Dagestani authorities.
