Armenian families, who come from Syria, prefer to settle in the Kashatag Districts out of all seven districts of Nagorno-Karabakh. The Kashatag Districts has already become home for 19 families of Syrian Armenians. One family from Syria lives in Stepanakert. The authorities promise to render assistance to all of them, if they formalize their status of repatriates.

The Investigatory Committee of the Russian Federation (ICRF) in Dagestan for the twentieth time closed the investigation into the criminal case against law enforcement agents from the OVD (Interior Division) of the Kazbek District on the murder of Saniyat Magomedova and wounding of Gasan Baisultanov, committed in 2006. On October 23, Mamatkhan Baisultanov, the father of Gasan Baisultanov, a resident of Khasavyurt, received a notification on termination of the case.

Last night, at the Chermen checkpoint, an explosion occurred, in which one policeman was killed and four other policemen were injured. According to the Ministry of Internal Affairs (MIA), the explosive device was activated by a suicide bomber.

The European Court of Human Rights (ECtHR) has accepted for consideration the complaint, filed by Levon Ter-Petrosyan, First President and the leader of the opposition Armenian National Congress. The complaint demands to recognize that on March 1, 2008, the Armenian authorities violated the rights to personal liberty, freedom of movement and freedom of peaceful demonstrations.

On October 22, the Yasamal District Court of Baku granted the lawsuit, filed by Kyabira Mamedova, the owner of the largest wholesale and retail trade and shopping centre of Baku "Bina", against the opposition newspaper "Azadlyg" and its reporter Ramin Deko.
