Statement of Chechen Republic's State Council

Consecutive steps undertaken by the leadership of the country and the Chechen Republic have a beneficial effect in the cause of social and political situation stabilization and criminogenic situation improvement in the republic.

And at the same time President of the Russian Federation Vladimir Vladimirovich Putin repeatedly stressed the necessity of the strictest observance of the rights and lawful interests of the peaceful population.

The Russian President's appeal to the Chechen people, the March referendum on the adoption of a constitution and other major laws of the Chechen Republic, and the beginning of forming constitutional power organs have contributed to the further normalization of the situation in the republic.

Meanwhile, along with the positive tendencies mentioned, some facts of the grossest violations of human rights of citizens, infringements on their freedom, life and health go on.

With the connivance of single security agencies' heads unlawful arrests of peaceful citizens, including those ones that take place at night and with the use of armored equipment, keep on existing in the republic. The detained are taken away in an unknown direction without any arraignment and disappeared, as a rule. It is often impossible to establish what agencies and officials carry out these detentions.

Taking into account all stated above, the State Council of the Chechen Republic decidedly claims that it is inadmissible to infringe the criminal and remedial legislation of the Russian Federation.

The fight against criminality has for, above all, the object to protect peaceful citizens and it can not be conducted by criminal methods. Each fact of lawlessness and despotism must be investigated, and the guilty must be called to account.
